Does any one know of a cheap and effective way to learn German?
I have checked the Rosetta Stone software and that is over $200. I was wondering if any one knows of any kind of software/books that you can learn German from for under $100.

That's the FSI language courses from the '60s. It's got a good German course and it's free! 
The downside is that it's somewhat boring and just focuses on grammar drills and such. Also, some of the words are a little dated.

That's a company's site that makes really good books to learn languages. There's a german course in English, and if you speak French there are several courses. You can buy the books + CDs on amazon for pretty cheap and they're great.
